Overwatch Developers Detail New Hero Shion's Narrative and Design
Overwatch's latest season, "Into the Tiger's Den," introduces Shion, the first playable female Omnic, described as a hyper-violent femme fatale with high mobility. Developers Kenny Hudson and Mirana Moyer state that Shion's appearance and desire to be perceived as humanoid are integral to her story, not merely aesthetic choices. Her background as an elder of the Hashimoto clan and her role in the "Reign of Talon" arc are central to the game's evolving narrative, challenging characters like Kiriko and the Shimada brothers. Shion's character is heavily influenced by '90s cyberpunk anime and action films, aiming for a deeply integrated story.

Senior Game Producer Kenny Hudson and Narrative Designer Mirana Moyer discussed Shion's development, clarifying that her design is deeply integrated into her narrative. Moyer explained that Shion's sleek appearance and her aspiration to be perceived as humanoid are crucial elements of the story, linking to the "Reign of Talon" theme of "finding out the truth of who you are underneath all of these expectations from others." Hudson emphasized that Shion is one of the most story-integrated heroes, with art and narrative woven together meaningfully.
Moyer added that Shion carries significant "baggage" despite her position of power, which is explored through her story, including her affinity for suits and motorcycles. The character's ideation drew inspiration from '90s cyberpunk anime and action films such as "Kill Bill" and "John Wick." O-Ren Ishii from "Kill Bill" was a notable influence, contributing to Shion's portrayal as a strong character with a past-driven ambition for unquestioned authority.
Shion's narrative also reveals her as a key member of the Hashimoto clan, wielding substantial control over a crime empire in Japan. This influence and her perceived qualities reportedly led Vendetta, the new head of Talon, to recruit her. An Overwatch comic, "Facing Demons," disclosed that Shion is responsible for creating a new generation of villains, including Mizuki. She raised Mizuki, an orphan, to be a weapon, instilling in him a philosophy of survival in a cruel world. Her misguided affection for him becomes evident when Mizuki chooses his own path.
Shion's backstory is anticipated to be complex and mature, potentially exploring how, as an Omnic, she might have been stripped of power and respect, leading to her desire to "put on a performance of what it means to be a human as an Omnic in this very human-heavy world."
