The initiative is designed to protect young people from harmful content and excessive screen time, with the ban expected to commence early next year. Starmer emphasized that enforcement actions would be directed at technology companies, with potential multi-million dollar fines for non-compliance, rather than at individual children.
This move positions the UK as part of a growing international effort to enhance online safety for children, following countries like Australia, Canada, Brazil, and Indonesia, which have introduced similar age-based restrictions or requirements. The UK intends to build upon Australia's model, which bars under-16s from holding social media accounts, and Starmer indicated plans to go further.
Additional proposed measures include actions to prevent strangers from contacting children on gaming and livestreaming platforms. The announcement followed a public consultation period that received 116,000 responses, with over 90% supporting an under-16 ban. Supporters, including Esther Ghey, whose daughter Brianna was killed by teenagers who accessed harmful online content, believe the ban could save lives if accompanied by other measures. The NSPCC, a children's charity, praised the ambition but urged robust age verification and effective policy enforcement.
Conversely, critics like the Open Rights Group raised concerns regarding age verification methods and user data privacy. A YouTube spokesperson warned that broad social media restrictions might inadvertently push children towards less supervised and potentially less safe online services. Starmer acknowledged these challenges, stating that success would be marked by a significant reduction in children's social media use and a shift in cultural norms.
The proposed ban has also met with opposition from the U.S., which has cautioned that regulations should be narrowly tailored to avoid infringing on free speech protections and to prevent imposing undue burdens on American technology companies. Starmer stated he expected to discuss the issue with other world leaders at a Group of Seven summit in France.
