UK Prime Minister Proposes Social Media Ban for Under-16s
UK Prime Minister Keir Starmer has announced plans to implement a social media ban for individuals under 16 years old. The government aims to pass the necessary regulation before Christmas, with the ban expected to take effect by spring 2027. This initiative would apply to major platforms such as TikTok, Facebook, YouTube, X, Snapchat, and Instagram, while exempting messaging services like WhatsApp and Signal. Additional proposals include blocking livestreaming for under-16s, including on gaming platforms, and enforcing a minimum age of 18 for "romantic companion" chatbots. The government is also exploring overnight curfews and breaks in infinite scrolling for under-18s, with further details anticipated in July.

The proposed ban targets platforms including TikTok, Facebook, YouTube, X, Snapchat, and Instagram. Messaging services such as WhatsApp and Signal would not be included in these restrictions. Starmer stated, "A full ban is the right choice... I am not prepared to compromise on the safety and happiness of our children."
In addition to the social media ban, the government intends to block livestreaming for under-16s, a measure that would extend to gaming platforms. This could necessitate policy adjustments from companies like Nintendo, Sony, and Microsoft for their console services in the UK, as well as platforms such as Twitch.
The government is also examining the implementation of overnight curfews and breaks in infinite scrolling for individuals under 18 years old. More detailed information regarding these proposals is expected to be released in July. These restrictions, including the ban, are described as more extensive than those in other countries.
Further measures include enforcing a minimum age of 18 for "romantic companion" chatbots designed to simulate sexual relationships or roleplay. Other chatbots will also be required to apply similar restrictions on "intimate functionalities."
This policy initiative follows similar actions taken internationally. Australia implemented a social media ban last December, and countries like Portugal and Spain are reportedly considering similar bans for next year. Denmark has set its age limit at 15. Several U.S. states have enacted comparable laws, which are currently being challenged in court.
According to IGN, Starmer remarked, "We are banning social media access for under 16s... I just can’t let that go on anymore. So we’re giving children their childhoods back."
