Toronto police have announced that a 'multilayered' gun-for-hire network is linked to dozens of shootings, including an incident at the U.S. consulate in March and attacks on synagogues across Canada's largest city. Police Chief Myron Demkiw stated that young adults and teenagers are being recruited via encrypted messaging apps such as Signal, Telegram, and WhatsApp by "bad actors." These individuals are reportedly paid to carry out attacks and are required to film their actions to receive payment.

Police Chief Myron Demkiw informed reporters on Tuesday that the network recruits young adults and teenagers through encrypted messaging applications. Apps identified include Signal, Telegram, and WhatsApp. According to authorities, "bad actors" utilize these platforms to enlist individuals who are then paid to carry out the attacks.
A key requirement for those recruited into the network is to film their assigned attacks. This footage serves as proof of completion, necessary for them to receive payment.
