US-China AI Race Sidelines Latin America and Europe, Says Brazil's Top Adviser
Brazil's top foreign policy adviser, Celso Amorim, stated on Tuesday that the global artificial intelligence (AI) race has become a two-power contest between the United States and China. He highlighted that this competition revolves around control over rare earths, data, and the regulatory frameworks governing AI technology. Amorim observed that both Latin America and Europe are currently sidelined in this significant technological rivalry.

Celso Amorim, Brazil’s top foreign policy adviser and a former foreign and defence minister, declared on Tuesday that the global competition for artificial intelligence (AI) has solidified into a two-power struggle. According to Amorim, this intense rivalry is primarily waged between the United States and China.
The core elements of this AI race, as outlined by Amorim, include the control over rare earths, access to crucial data, and the establishment of rules governing AI technology. He noted that these aspects form the battlegrounds of the emerging technological landscape.
In his assessment, Amorim stated that Latin America and Europe find themselves as bystanders in this escalating US-China AI competition. He presented this view at the Forte de Copacabana International Security Conference, an annual forum held in Rio de Janeiro.
