The commission is hosting public hearings throughout New York City, gathering input from residents on government operations and city spending.
A recent hearing held in a Brooklyn Law School lecture hall saw approximately four dozen New Yorkers testifying on a range of issues. Attendees discussed topics including artificial intelligence (AI), the local job market, budget allocation, land use, and wasteful spending.
Jessica Ariel-Wamala, a Brooklyn resident, shared an example of inefficiency, describing daily traffic congestion caused by neighbors lining up at a civic office to prove their SNAP eligibility. She argued that administrative issues, potentially preventable by AI, contribute to residents experiencing food insecurity. The city recorded tens of thousands of cases last year where missed calls or incorrect contact information led to families losing SNAP access.
Other residents at the hearing suggested streamlining the city's contract process with private companies, improving local elections, and having the city fully operate its own websites and digital infrastructure. Some advocated for reallocating police department funding to harm reduction and rehabilitation programs, while others proposed reforms to hiring processes to align with five-year policy goals.
Mayor Mamdani has clarified that COGE is distinct from DOGE, a defunct federal efficiency effort that led to widespread firings and funding cancellations. The Mayor's Office previously instructed all city departments to appoint savings officers and propose cost-cutting measures, such as downsizing office space, reevaluating leases, and upgrading technology. These savings contribute to a city with an annual operating budget exceeding $116 billion.
